Federal Contracting Resources

For years, POGO has been directing people to various internet resources that help them learn more about how the federal government is spending hundreds of billions of dollars.  To cut out some research time, please see the federal contracting resources listed below, which includes links to federal agencies, private entities, and government watchdogs that follow federal contracts & grants, government investigative reports, campaign contribution data, and ethics information.  If a great site is missing, please email to add it to POGO's list.

Acquisition Advisory Panel – This Panel was authorized by Section 1423 of the Services Acquisition Reform Act of 2003. Section 843 of Title VIII of the National Defense Authorization Act for Fiscal Year 2006 (Pub. L. No. 109-163) to review and recommend any necessary changes to acquisition laws and regulations.  The Panel will be issuing its report sometime during fall 2006. 

Acquisition Central – The web site for the federal acquisition community.  

Air Force General Counsel's Contractor Responsibility website – This site includes links to its Fraud Facts Newsletters and information about recent debarments.

American Bar Association ( ABA ) – The ABA is a membership organization; nevertheless, it has a few contract law sections that might be helpful.

Armed Services Board of Contract Appeals (ASBCA) – Considers and determines appeals by DoD contractors from decisions of contracting officers or their authorized representatives or other authorities on disputed questions.

Army Suspension and Debarment & Procurement Fraud Website – "This website seeks to educate the general public on the Army's Suspension and Debarment Program and the role the U.S. Army Procurement Fraud Branch plays in serving and protecting our Soldiers, the taxpayer, and the overall integrity of the Government procurement process."

Bid Protests (GAO) – The Comptroller General, the head of the Government Accountability Office (GAO), issues decisions in various areas of federal law, including bid protests by contractors that challenge government contract award decisions.

Catalog of Federal Domestic Assistance (CFDA) - The online Catalog of Federal Domestic Assistance provides access to a database of all Federal grant programs.

Center for Public Integrity – The Center for Public Integrity is a nonprofit organization dedicated to producing original, responsible investigative journalism on issues of public concern.  Its "Research Tools" include information on Iraq/Afghanistan contractors, Pentagon contractors, and Private Military companies. 

Center for Veterans Enterprise (VetBiz) – VetBiz is a Veteran Resource Information web site designed to assist veteran entrepreneurs who want to start and expand their businesses in the Federal and private marketplace.

Central Contractor Registration (CCR) – Find a federal contractor. 

Civilian Board of Contract Appeals (CBCA) – Hears and decides contract disputes between government contractors and executive agencies.

Congressional Research Service (CRS) – Although you might have access to CRS reports, there are times when a report may not be available to you.  If you have trouble finding a CRS report, try here.

Defense Acquisition University (DAU) - DAU offers a collection of contracting resources as well as online training for government employees, including congressional employees.

Defense Contract Audit Agency (DCAA) – DCAA is responsible for performing all contract audits for the DOD.

Defense Contract Management Agency (DCMA) – Responsible for ensuring federal acquisition programs, supplies, and services are delivered on time, within cost, and meet performance requirements.  

Defense FAR Supplement (DFARS) – DoD's supplement to the FAR.

Electronic Subcontracting Reporting System (eSRS) -- eSRS gathers information on Federal subcontracting accomplishments.

Earmark Database – The Office of Management and Budget (OMB) created an earmark database that provides more information on earmarks in one place than has ever been available through the federal government.

Excluded Parties List – The list of individuals and contractors prohibited, for a specified time period, from receiving future government contracts. A search can be performed for either current and archived individuals or contractors.  

POGO's Federal Contractor Misconduct database, which will soon expand to the top 100 federal contractors in a more user-friendly version.

Federal Acquisition Regulation (FAR) – The rule book for awarding and administering government contracts.

Federal Agency Registration (FedReg) – FedReg requires all Government agencies that engage in buying or selling goods/services to other federal agencies to register in the Federal Agency Registration database.

Federal Business Opportunities – is the single government point-of-entry for federal government procurement opportunities (current and archived) over $25,000.  This site lists the requests for proposal, solicitations, and notices that keep contractors in the loop about future business opportunities. 

Federal Election Committee (FEC) – The FEC administers and enforces Federal campaign finance laws. – The result of the Federal Funding Accountability and Transparency Act (FFATA) created by Senators Coburn (R-OK) and Obama (D-IL) to add transparency to government federal contracts and grants. – OMB Watch's free, searchable database of federal government spending on contracts and grants.  Search by contractor, congressional district, agency, or place of performance.

General Services Administration (GSA) – GSA's mission is to help other agencies better serve the public by meeting – at best value – their needs for products and services, and to simplify citizen access to government information and services. 

General Services Administration Acquisition Manual (GSAM) – Also known as the General Services Administration Acquisition Regulation System, this system provides GSA's supplement to the FAR.

Office of Personnel Management (OPM) – Includes federal jobs listings, upcoming events, numerous humans resources reports, news releases and additional official information.    

Office of the Special Inspector General for Iraq Reconstruction (SIGIR) – The temporary federal agency serving the American public as a watchdog for fraud, waste, and abuse of funds intended for Iraq reconstruction programs.

Past Performance Information Retrieval System (PPIRS) -- PPIRS is a web-enabled, government-wide application that provides timely and pertinent contractor past performance information to the Federal acquisition community for use in making source selection decisions.

Political Money Line – A great resource to locate federal campaign contributions and disbursements for candidates, political action committees (PACS), and lobbying disclosures.   

PubKLaw – Dedicated to providing Federal Public Contract Law News of interest to attorneys and other procurement professionals. 

Schedules e-Library – The source of the latest GSA and Veterans Administration (VA) schedules and Government Wide Acquisition Contracts (GWAC) (i.e., the catalog of commercial goods and services that the government can buy at pre-established prices).  The Schedules e-Library is updated daily to provide you with the latest award information. 

Securities and Exchange Commission (SEC) – The SEC houses information that can be accessed by the public and investors.  Many times, information filed in a companies SEC filings can tell you about legal entanglements or other corporate misconduct.     

Senate Office of Public Records – In accordance with the Lobbying Disclosure Act of 1995 the Secretary of the Senate has initiated this program to allow the public to view filings received by the Office of Public Records.  

Special Inspector General for Iraq Reconstruction (SIGIR) – A temporary federal agency serving the American public as a watchdog for fraud, waste, and abuse of funds intended for Iraq reconstruction programs.

Transactional Records Access Clearinghouse (TRAC) – Comprehensive federal data about trends related to the enforcement activities of the federal government. 

U.S. Census Bureau - The Federal Assistance Award Data System (FAADS) produces a file of standardized data records on all types of financial assistance  awards (including grants) made by federal agencies to all types of recipients during the indicated quarter.

United States Court of Federal Claims (USCFC) – A federal court that hears claims against the United States government.

Wage Determinations OnLine (WDOL) -- This website provides a single location for federal contracting officers to use in obtaining appropriate Service Contract Act (SCA) and Davis-Bacon Act (DBA) wage determinations (WDs) for each official contract action.
