Federal Contracting Resources

For years, POGO has been directing people to various internet resources that help them learn more about how the federal government is spending hundreds of billions of dollars.  To cut out some research time, please see the federal contracting resources listed below, which includes links to federal agencies, private entities, and government watchdogs that follow federal contracts & grants, government investigative reports, campaign contribution data, and ethics information.  If a great site is missing, please email scott@pogo.org to add it to POGO's list.

Acquisition Advisory Panel – This Panel was authorized by Section 1423 of the Services Acquisition Reform Act of 2003. Section 843 of Title VIII of the National Defense Authorization Act for Fiscal Year 2006 (Pub. L. No. 109-163) to review and recommend any necessary changes to acquisition laws and regulations.  The Panel will be issuing its report sometime during fall 2006. http://acquisition.gov/comp/aap/index.html

Bid Protests (GAO) – The Comptroller General, the head of the Government Accountability Office (GAO), issues decisions in various areas of federal law, including bid protests by contractors that challenge government contract award decisions. http://www.gao.gov/legal.htm

Catalog of Federal Domestic Assistance (CFDA) - The online Catalog of Federal Domestic Assistance provides access to a database of all Federal grant programs. www.cfda.gov/

Center for Public Integrity – The Center for Public Integrity is a nonprofit organization dedicated to producing original, responsible investigative journalism on issues of public concern.  Its "Research Tools" include information on Iraq/Afghanistan contractors, Pentagon contractors, and Private Military companies. http://www.publicintegrity.org/tools.aspx 

Center for Veterans Enterprise (VetBiz) – VetBiz is a Veteran Resource Information web site designed to assist veteran entrepreneurs who want to start and expand their businesses in the Federal and private marketplace. http://www.vetbiz.gov/

Central Contractor Registration (CCR) – Find a federal contractor. http://www.ccr.gov/ 

Civilian Board of Contract Appeals (CBCA) – Hears and decides contract disputes between government contractors and executive agencies. http://www.cbca.gsa.gov/

Congressional Research Service (CRS) – Although you might have access to CRS reports, there are times when a report may not be available to you.  If you have trouble finding a CRS report, try here. http://opencrs.net/

Defense Acquisition University (DAU) - DAU offers a collection of contracting resources as well as online training for government employees, including congressional employees. http://www.dau.mil/

Defense Contract Audit Agency (DCAA) – DCAA is responsible for performing all contract audits for the DOD. http://www.dcaa.mil/

Defense Contract Management Agency (DCMA) – Responsible for ensuring federal acquisition programs, supplies, and services are delivered on time, within cost, and meet performance requirements. http://www.dcma.mil/

Electronic Subcontracting Reporting System (eSRS) -- eSRS gathers information on Federal subcontracting accomplishments. http://www.esrs.gov/

Earmark Database – The Office of Management and Budget (OMB) created an earmark database that provides more information on earmarks in one place than has ever been available through the federal government. http://earmarks.omb.gov/

Excluded Parties List – The list of individuals and contractors prohibited, for a specified time period, from receiving future government contracts. A search can be performed for either current and archived individuals or contractors. http://www.epls.gov/

Federal Agency Registration (FedReg) – FedReg requires all Government agencies that engage in buying or selling goods/services to other federal agencies to register in the Federal Agency Registration database. https://www.bpn.gov/far/

Federal Business Opportunities – FedBizOpps.gov is the single government point-of-entry for federal government procurement opportunities (current and archived) over $25,000.  This site lists the requests for proposal, solicitations, and notices that keep contractors in the loop about future business opportunities.

Federal Election Committee (FEC) – The FEC administers and enforces Federal campaign finance laws. http://www.fec.gov/ 

Fedspending.gov – The result of the Federal Funding Accountability and Transparency Act (FFATA) created by Senators Coburn (R-OK) and Obama (D-IL) to add transparency to government federal contracts and grants. www.federalspending.gov/

Global Computer Enterprises, Inc. (www.ffata.org) – A user-friendly portal to federal contract and grant information provided by the contractor that operates the Federal Procurement Data System (FPDS). This site permits easy internet-like keyword searches for data contain in the FPDS.  A supplement to www.fedspending.org and www.fedspending.gov.
